Purpose & Scientific Principle
Let the public understand the results of Anhui's ecological governance through information videos.
How to Operate
Measures and methods for water management in Chaohu Lake:
The Chaohu Lake Basin is located in the central part of Anhui Province. It has historically been naturally connected to the Yangtze River and has luxuriant plants. It is known as the "Land of Fish and Rice". Since the 1960s, lake control projects such as Chaohu Gate and Yuxi Gate have been built to combat backflow from river floods, store water for irrigation, and develop shipping. Chaohu Lake has gradually turned into a semi-enclosed lake. More than 100,000 acres of wetland have disappeared, and biodiversity has been significantly reduced.
Since the 1990s, economic development, urban expansion, and population surge have made the contradiction between Chaohu Lake's total pollution emissions and the environmental capacity of rivers and lakes increasingly prominent. Water pollution has worsened, and blue-green algae blooms have occurred frequently. According to pollution source tracing analysis, nearly 500 million cubic meters of sewage was discharged into the river from the upper tributary of Chaohu Gate from 2015 to 2016. In the 2015 national key river basin water pollution prevention and control assessment, only 50% of the sections in the Chaohu Basin met the standards.
The ecological balance between the city and the lake was broken, and environmental changes and pressure once made Hefei embarrassed. At that time, the Nanfei River that passed through the city had been in a state of heavy pollution for a long time, and the water quality at the main stream monitoring section was all worse than Category V. Since the "Ninth Five-Year Plan" period, Chaohu has been included in the national "Three Rivers and Three Lakes" governance focus.
The comprehensive management of Chaohu Lake implements the clean water project, focusing on "treating four sources at the same time", integrating points, lines and areas, and coordinating internal and external sources.
Policies and measures for the governance of the Xin'an River Basin:
The Xin'an River originates in Xiuning County, Huangshan City, Anhui Province. The total length of the main stream is 359 kilometers, and nearly 2/3 is in Anhui. It enters Zhejiang through Huangshan City, flows into the Qiandao Lake and Fuchun River downstream, and merges into the Qiantang River. More than 68% of the water source of Qiandao Lake comes from the Xin'an River. The water quality of the Xin'an River largely determines the water quality of Qiandao Lake and is related to the ecological security of the Yangtze River Delta.
Because there is a certain gap in the economic and social development levels between the upper and lower reaches of the Xinan River, the Huangshan area in Anhui Province in the upper reaches is eager to develop the economy and improve people's income, and hopes that the lower reaches will provide economic compensation for environmental management and social development opportunity costs of the river basin; Hangzhou, Zhejiang Province, is more concerned about ecological and environmental safety, but believes that according to relevant laws, the upstream areas have the responsibility and obligation to protect the water quality of the Xinan River and ensure good water quality entering Zhejiang.
In February 2011, Comrade Xi Jinping made important instructions in the "Investigation Report on the Water Resources Protection of Qiandao Lake" of the National Committee of the Chinese People's Political Consultative Conference: "Qiandao Lake is an extremely rare high-quality water resource in our country. It is of great significance to strengthen the protection of Qiandao Lake's water resources. On this issue, we must avoid repeating the mistakes of pollution first and treatment later. Zhejiang and Anhui provinces must focus on the overall situation, control pollution from the source, and follow a path of mutual benefit and win-win results." In order to implement the important instructions of Comrade Xi Jinping, with the promotion of the two departments, the two provinces signed an ecological protection compensation agreement and established a trans-provincial river basin horizontal ecological protection compensation mechanism.
At the end of 2017, the two rounds of pilots ended. The assessment shows that from 2012 to 2017, the water quality in the upper reaches of the Xinan River was generally excellent and remained at Category II or III. The water quality of Qiandao Lake was generally stable and maintained at Category II. The nutritional index changed from mesotrophic to oligotrophic, and the trend of deteriorating water quality was reversed. In 2018, Anhui and Zhejiang provinces signed a compensation agreement for the third time, gradually establishing a normalized compensation mechanism. Compared with the two rounds from 2012 to 2017, the water quality assessment standards are more stringent, the scope of use of compensation funds has been expanded, and the task requirements for deepening the compensation mechanism have been clearly proposed, and further innovation and breakthroughs have been achieved in improving the ecological protection compensation system.
The exhibits use the governance examples of the Chao Lake water body and the Xinan River Basin as the starting point, seize the results of governance in recent years, and display the content in the form of VR videos.
